Full employment is usually seen as a great challange to enconomic policy, finance and monetary policy. Many private and publicly-financed institutions, which were originally founded to combat unemployment, tend to live from unemployment rather than fighting it. Over a period of time a relatively stable number of long-term unemployed has been established.
This study attempts to show that maintaining a certain percentage of unemployed benefits society and even most ot the unemployed themselves, since full employment would diminish the real income of many and would ultimately be more expensive than the costs of unemployment.
