During the 70's, Pastors Frank and Parris received the Lord at the Lakefront of New Orleans during the "Jesus Movement." They married and upon graduating from God's Army Seminary of the Bible in Kerman, CA. They returned to New Orleans where they founded, Victory Church where they have served as the senior pastors since 1979.

Pastor Frank enjoys inspiring others through his own experiential revelation of Christ in his day-to-day life. Pastor Frank is the author of several books including: The Unseen World of the Holy Spirit, Holy Spirit the Promised One, The Eye of the Storm (which was birthed out of Hurricane Katrina), as well as The Wonder of Christ Advent, written by both Pastors Frank & Parris. Pastors Frank and Parris also write a daily blog called Fisherman.

Over the years, Pastors Frank and Parris have endeavored to serve the Greater New Orleans community through Beyond the Grave, an evangelical multimedia production, Feed The Multitudes, an annual July 4th Free Food Festival. Pastor Frank has a God-given hunger for revival, and he has had many doors open for God to use him to bring revival to churches throughout the world. In 2008, Pastor Parris founded Mary's Song Restoration Center, a ministry gathering women of all ages that find themselves unable to cope with their life through substance abuse or life traumas. Since it's founding Mary's Song has reached hundreds of women with the transforming power of the Gospel!
